Raleigh, N.C., Nov 6th, 1863

Hon. D.L. Swain
Presdt. University of N.C.,
Chapel Hill, N.C.

Sir:

Your communication of the 15th recd. To President Davis, through his Excellency Gov. Vance, with report and resolutions of the Board, asking the exemption of students in the two Senior Classes liable to conscription, was forwarded through this office to the War Department, with the following endorsement:

“Approved and respectfully forwarded, through the Bureau of “Conscription, inviting attention to the endorsement of His Excellency “Gov. Vance

“The Commandant is personally cognizant of the facts stated, and “earnestly recommends favorable consideration.”

The Communication was returned the 3rd inst., with the following endorsement and instructions:

“Respectfully returned to Col. Mallett for compliance with the “order of the Sec. of War.”

I take pleasure in informing you orders have been issued from this office to Capt. Landis, District Enrolling Officer, to carry out the above instructions in granting exemption during the Collegiate course of the members of the two senior classes.

In performing this duty, Governor, I must express to you the great gratification and interest felt in perusing the report, which will be filed at this office with pride as a North Carolinian, as a relic rather than a public document.
